National estimates indicate that 90,000 to 400,000 sexual assault kits remain unsubmitted or
backlogged across the United States, a systemic issue now being tracked comprehensively.
Unsubmitted sexual assault kits are evidence collected from victims that were never send to a
forensic laboratory for DNA testing. Countless survivors remain unaware of whether their
evidence has been processed or logged.
Funded by the Bureau of Justice Assistance, the aims
to create a coordinated community response that ensures just resolution to sexual assault cases.
SAKI funding supports comprehensive reform to support local authorities test
unsubmitted evidence and link profiles to the
Combined DNA Index System (CODIS), maintained by the FBI.听

Ann Wolbert Burgess, D.N.Sc., APRN, FAAN, is an internationally recognized pioneer in the assessment and treatment of victims of trauma and abuse, and author of several books, including听Expert Witness: The Weight of Our Testimony When Justice Hangs in the Balance听and听A Killer by Design: Murderers, Mindhunters, and My Quest to Decipher the Criminal Mind. She has received numerous honors including the Sigma Theta Tau International Audrey Hepburn
Award, the American Nurses鈥� Association Hildegard Peplau Award, and the Sigma Theta Tau International Episteme Laureate Award. Her courtroom testimony has been described as 鈥済roundbreaking,鈥� and she has been
called a 鈥渘ursing pathfinder.鈥�
Her research with victims began when she co-founded, with md传媒国产剧 College sociologist Lynda Lytle Holmstrom, one of the first hospital-based crisis counseling programs at md传媒国产剧 City Hospital. She then worked with FBI Academy special agents to study serial offenders, and the links between child abuse, juvenile delinquency, and subsequent perpetration. Her work with md传媒国产剧 College nursing colleague Carol Hartman led to the study of very young victims and the impact of trauma on their growth and development, their families and communities. Her work continues in the study of elder abuse in nursing homes, cyberstalking, and Internet sex crimes. She teaches courses in Victimology, Forensic Science, Forensic Mental Health, Case Studies in Forensics and Forensic Science Lab.
Karen Holt, PhD听is an Associate Professor and criminologist in the School of听Criminal Justice at Michigan State University. She has dedicated her career to听working to prevent and respond to sexual abuse and to produce research that can be used to inform policy and practice. She is involved in multidisciplinary听collaborations with law enforcement, legal professionals, corrections staff and听providers, advocates and organizations that are working toward making society safer,with the shared goal of "no more victims."
Dr. Holt received her bachelor鈥檚 degree in forensic psychology from DeSales
University. She earned a master鈥檚 degree in forensic psychology, a master鈥檚 degree in criminal justice, and a doctoral degree in criminal justice from John Jay College of Criminal Justice. Her research focuses on sexual deviance, sexual
offending, and sexually motivated violence. She has developed and co-presented trainings on typologies and theories of sexual offending, and pornography use and sexual offending, cold case investigation, and homicide and death investigation. She recently received funding from the Michigan State Police to develop offender-focused knowledge and investigation practices for the Michigan Sexual Assault Kit Initiative. Dr. Holt was appointed by the President of Michigan State University to serve on the Relationship Violence and Sexual Misconduct (RVSM) Expert Advisory Workgroup.听
Katelyn McNair, PhD, WHNP-BC, RN, SANE听earned her MSN and PhD at md传媒国产剧 College William F. Connell School of Nursing. Her dissertation examined disclosure patterns and health seeking behavior of sexual assault survivors in the era of #MeToo. Her most recent publication is a chapter titled "Forensic Nursing in the Community" in M. Stanhope & J.听Lancaster (Eds.)听Public Health Nursing: Population-Centered Health Care in the Community,听11th听Edition.听She has worked as a sexual assault nurse examiner in MA for the past 10 years.听She is currently the Program Director of the BID Plymouth Breast Center.听
