Vivian currently serves as the Massachusetts Assistant Undersecretary of Housing Stabilization. She is responsible for a ~$400M budget of housing stabilization programs and initiatives across the Commonwealth.
She previously was the Chief of Staff and Diversity Officer at MassAbility. Known as a curious and compassionate leader, Vivian oversaw cross-agency initiatives that supported 800 employees and over 42,000 people with disabilities in Massachusetts. She led the agency’s response to COVID-19, the future of work, and legislative and intergovernmental relations, in addition to advising the Commissioner on strategy and operations.
Prior to MassAbility, she led special projects such as opioid epidemic initiatives and Hurricane Maria disaster relief on behalf of the Secretary of Health and Human Services. Vivian was also a consultant to Dana-Farber Cancer Institute, where she advanced workforce development programming that equips underserved and underrepresented md´«Ã½¹ú²ú¾ç youth with the skills needed to pursue careers in health care.
She was a Bradford Fellow and John F. Kennedy Fellow at Harvard Kennedy School, where she earned an M.P.A. with a certificate in Management, Leadership, and Decision Sciences. She holds an M.S.W. from md´«Ã½¹ú²ú¾ç College School of Social Work. She graduated Summa Cum Laude from the University of New Hampshire, where she earned a B.A. in psychology and family studies while serving as a member of Phi Beta Kappa and Alpha Phi Omega.
